刷怪规定(Ratting Rule)

Executive Order, in place until further notice: Supercapital ratting is BANNED across all areas.

1. 对于主权区异常刷怪，严格遵守 生产活动范围 划定的区域限制。

2. 不得在任何地点以任何理由攻击其他联盟成员或者蓝加友军，如遇特殊情况及时向联盟管理反馈。
   Do not attack alliance members or other entities with a Positive standing in any scenario. Please contact the Coalition directors should you encounter any issues.
3. 常规舰船或者旗舰被抓求救的，必须加入联盟值守舰队并在 Mumble 战区频道内提供准确信息。
   The Standing Fleet and the Mumble Standing Channel are mandatory to join when ratting. If you are tackled, ask for help in mumble and provide accurate information.
4. 大航、泰坦禁止挂靠堡垒 AFK。不在游戏时请进站或安全下线。
   Do not AFK in super capitals while tethering. Please dock or safe-log if you leave. [note super capital ratting is currently not allowed per executive order.]
5. 旗舰异常信标应当部署在有矿石的星带中。不允许使用除大鱼以外的旗舰船只刷旗舰异常信标。
   The CONCORD Rogue Analysis Beacon should only be deployed in Asteroid Belts with Ores. Only use Rorquals with PANIC to run those sites under the umbrella.
6. 舰船优先度不受红绿灯限制。
   The ship priorities are not influenced by traffic lights.
7. 允许在4-H使用旗舰装肉（必须有援军），禁止在4-H进行正常的旗舰生产。
   4-HWWF ratting is allowed with bait subcaps with reinforcements. Normal carrier ratting is is not allowed in 4-HWWF.

1. 主权区域刷怪必须报点,你必须在指定报点频道先报点再跃迁进异常点生产，没有任何例外。
   You must call sites in the dedicated ratting channel before warping to the site to rat in sovereignity space. When calling sites, use 3 number code (e.g. Drone Horde DET-074 would be 074 in the channel.)
2. 刷怪角色报该角色刷的异常空间，多开刷怪的不能用一个角色报其他角色刷怪的点。
   If you have multiple characters ratting at the same time，call sites with the actual ratting character. Do not call sites for alts using a single character.
3. 刷完一个异常空间以后才可以在报点频道报点，获得下一个异常空间的所有权，需要提前朝向的旗舰可以在合理时间内提前报点（对“合理时间”的定义由联盟相关管理者裁决）。
   Only call next site after the previous site is finished. Capitals are allowed to call next site when finishing the final wave. (The definition of "finishing the final wave " shall be decided by the relevant management of the Alliance).
4. 如果报错点，及时在报点频道说明，再重新报点。如遇挑点刷怪（经常报点又说不刷的），请及时向联盟管理反馈。
   If you called a wrong site, correct immediately before calling a new one. Please report to Coalition Director if you find out that someone is frequently calling and correcting sites.
5. 刷怪舰船开始生产前，应当再报点频道应打出：大航+1、小航+1、常规+1等，向本星系其他刷怪船说明自己舰船类型。
   Before you start calling sites in a new system, declare your ship type first in the ratting channel(e.g. Thanatos +1 ,means I start rat with thanatos ).
6. 同星系有对某一异常空间优先的舰船开始生产时，其他舰船禁止获得该类异常空间。若此时低优先级舰船正在生产，刷完当前异常空间后立即更换异常空间类型。高优先级舰船开始报点后，后续低优先级舰船报点获得的同类异常空间均无效。
   When a player with a higher priority ship starts calling sites, the other players should cease calling new ones immediately. You are still allowed to finish the current site before you switch.

1. 无论任何原因，离开当前异常点则视为放弃该异常空间的所有权，其他刷怪舰船可通过报点占据该异常空间。如果你返回且无其他人占据此异常点，请继续刷完该异常空间，禁止重新报点.
   If you leave the site for any reason, the ownership is automatically released. Other players are free to occupy the site from that point on. In case you return and the site is not occupied by others, please finish the site before calling a new one.
2. 无刷怪行为的舰船在异常空间挂机占位会被强制移除所有权，包括各种原因导致的下线或者AFK等。
   Your site ownership will be revoked if not attacking rats in a reasonable period of time.
3. 报点获得异常空间所有权后，其中包含的残骸垃圾、远征以及任何附加价值物品都属于刷怪舰船，打捞残骸前需征得该异常所有者同意。
   The ownership of sites includes the wreck, loot and escalations. Ask for owner's permission before salvaging the site.
4. 禁止在未报点的异常空间内提前放置移动牵引装置（MTU）。未征得同意放置MTU的，刷怪舰船可以在保留截图证据后，将该MTU击毁。
   Do not put a Mobile Tractor Unit (MTU) in sites not owned by you. You are free to destroy the MTU owned by others in your site after taking full screenshots.
5. 异常空间优先等级
   The priorities
   • 安等 -0.5 ~ -1.0 的星系
     For security level between -0.5 and -1.0:
     • 避难、圣坛（大小避难、大小圣坛）：大航 = 小航 = 无畏 = 掠夺 > 常规 = 炸鱼队 \\ Haven and Sanctums：Supercarrier = Carrier = Dreads = Marauder > Subcaps = Smartbomb ships
     • 其他异常空间：先报点先得
       Other anomalies：First-come-first-serve
   • 安等 -0.1 ~ -0.4 的星系
     For security level between -0.1 and -0.49:
     • 集会点：炸鱼队 > 大航 = 小航 = 无畏 = 常规 = 掠夺
       Rally Points：Smartbomb ships > Supercarrier = Carrier = Dreads = Subcaps = Marauder
     • 其他异常空间：先报点先得
       Other anomalies：First-come-first-serve
6. 小行星带刷无畏、Boss、官员等
   Officers, Capital Rats and other Faction Rats
   • 只有巡洋及以上船体有权占据所有权。
     Only eligible ratting ships (Cruiser and above) have the right to claim ownership. Frigates and Destroyers are not allowed. Ownership is based on first-come-first-serve basis.
   • 如果因任何原因离开 Boss 的火力范围（ >300km ），所有权自动撤销。
     If you leave the grid for any reason, the ownership is automatically released.

• 公共星系锚定星门泡泡用于反收割的，需在门后200km以上锚定。不得锚定在星门后200km以内，不得锚定在星门前，不得锚定在星门0米，不得锚定在500km以外。锚定规则的目的是使友军可以反向加速直接起跳星门。必须有人值守。
  Gate bubbles should be anchored 200 km ~ 500 km behind the gate. Do not anchor bubbles at other places near the gate. Do not leave bubbles unattended.
• P3EN的Obe星门可以铆钉贴门泡泡。
  The bubble on Obe stargate in P3EN-E system can be deployed next to the gate.
• ESS 储备属于星系主权（ TCU ）所属联盟成员所有，FRT成员仅允许开启FRT 主权星系（ 包含UMI星系 ）的储备赏金池。
  The funds in reserved ESS banks
• 如果你有很多开常规号且集中放置，会特殊处理，按实际情况裁量，参考数目：同星系多开五个及以上常规生产。
  While ratting, please do not run more than 5 characters in a single system.
• 联盟会以公布的规则作为管理的依据，但保留最终解释权。
  The Coalition Directors reserve the right of final interpretation.
