===== Applicable Scope =====

  * Settings and Services rules are effective for all Winter Coalition structures. 
  * The other rules are effective for solar systems in Fraternity playspace.

===== Settings (applicable for all of WinCo space) =====

  * The reinforcement window should be set at ''13:00''(EVE TIME).de
  * Please set up the profile according to the ''WC ACL'' channel. Docking access for Coalition members is mandatory.

    * Do not grant docking access to neutral alts. In special cases, contact the Coalition directors.

===== Services and Fees (applicable for all of WinCo space) =====

  * The cloning bay service fee should not exceed 100,000 ISK。
  * For market services, see [[..:trade:markets]].
  * //[currently checking on this -- may be revised]// The manufacturing tax rate for any given structure must be higher than the Fraternity standard industrial tax.  Currently, you can set a special tax rate for yourself only (subject to change).

===== Anchoring (applicable to Fraternity space) =====

  * Member corps are free to anchor medium-sized citadels. However, the Coalition Directors may ask to unanchor if the location of the citadel has adverse effects strategically. //Additionally, if you anchor a structure in a system that duplicates an industry service in that system or a nearby systems, and the services will potentially affect the system cost index, then approval from the Alliance administration is required before commencing services.// 
  * Please send a prior notice to the Coalition Directors before anchoring large-sized or extralarge-sized citadels. Do mention the exact location, time to online, and the type of the citadel. 
  * Do not anchor refineries (Athanors and Tataras) on your own. See [[refineries]]。
  * Use courtesy and common sense in all actions that potentially affect other Winter Coalition members. This includes but is not restricted to giving reasonable notice if you take a (non-moon) structure down. Notify both EN and CN discord if possible, send notification by email, and rename your structure. 
  * Keepstars may not be held by a corp.  You can have your keepstar anchored in an approved location but held by Fraternity. You will be responsible to fuel the structure. You can set the name on it and provide the modules you want installed. And it will be returned to you if you decide to unanchor it. If you have an existing  keepstar installed earlier, check with leadership on what to do. 
  * In NL6V-7, F-749O, and GKP-YT, you may not anchor a structure with manufacturing, reactions, material efficiency research, time efficiency research, or invention. (Other services OK.  Other PVE OK.) 
  * Fraternity does not reimburse rigs for structures that corps decide to install. Fraternity does not promise that permission to install structures will remain in effect indefinately.  Corps are responsible to maintain their own structures including unanchoring when needed. 

===== Removal (applicable for all of WinCo space) =====

  * The If you are unanchoring an XL structure or fortizar
    * Rename structure in a way that makes it clear it is being removed. 
    * Give 2-3 weeks notice.
    * Go to the structure-removal-notifications channel in WinCo discord (accessable by coalition CEOs and directors) 
    * Ping with an at-here
  * If you are unanchoring any other structure, rename it in a way that makes it clear it is being removed (ping the informatino but do not ping).
