Skyhooks, Dens, Drills, Pocos

• Power and Workforce Skyhooks are owned by Fraternity.
• Reageants skyhooks are also owned by Fraternity. This may be subject to change in the future.
• The tax rate of Skyhooks may not exceeds 0.2%, including Neutral, Good and Excellent standings.
• The Skyhooks violating these rules will be forcibly removed, if the directors fail to contact the owner.
• On a trial basis, Mercenary Dens can be placed in permitted PVE space in Vale and Tribute up to a maximum of 5 Dens per person. The toon anchoring the Dens must be able to fly a ratting ship. You will be responsible for keeping an eye on your Mercenary Dens to ensure they aren't replaced by hostiles. No Mercenary Dens may be placed in blue or allied space except those allowed by this rule. Mercenary Den rules in Fraternity space subject to change.

1. Stealing from skyhooks is not allowed on blue Skyhooks that are not owned by you. Those with take access (via ACL on the Skyhook) are allowed to take the resources. First offense of stealing from a blue or banned area skyhook will result in a 3 day docking and JB ban. For a particular situation, judgement of diplos is the prevailing decision and diplo decisions are final.
2. Exception: Green Light Logistics characters can legally harvest/steel from Fraternity skyhooks on behalf of the alliance.
   - Permission to steal from selected Fraternity lava skyhooks in FRT PVE-allowed play space only. - Which space allowed: Those outside of the blue circle on the following map. Vale and Tribute regions only, Fraternity PVE-allowed play space only. - Which skyhooks: Fraternity Building Management Lava skyhooks only.

There may still be changes to this as we learn.

• Do not attack blue dens without permission by the current owner or owner alliance;
  * Any den that is has a negative impact on upgrades will be removed without delay;
• Any den that is has a negative impact on workforce but not an impact on upgrades has 3 days to fix it or it will be removed;
• Den owners must plan ahead to keep your den from affecting workforce while you are away from it. It is your responsibility to understand the timeframes of when MTOs will become available, how they affect anarchy, and how much time you have before you must return to the den to ensure that anarchy is not affected. And you have the responsbility to keep up on FC patch notes in case anything changes.

• Den information will be published in the EN frt-en-home-hub channel and CN general chatting group
• About every 3 days , at rotating times (for both EN and CN), we will post this informatin. It will be posted in the frt-en-home-hub channel. // - Kill list (current list of those that can be killed, first come first served). * Den owners must watch the posts for den information. - If your den is negatively impacting //workforce but not affecting upgrades, you must run MTO's and fix it in 3 days or it will be removed.
  1. You are not allowed to block or slow down the removal of a den that is affecting upgrades.
• Those who are looking for a den are allowed to take dens that are on the Kill List. You are not allowed to block or slow down someone who got to the den before you did. You are not allowed to own more than 5 total dens.

• The first person to attack the den owns the loot and location. Other members cannot attack others' reinforced den without permission.
• The attacker should arrive on the den's grid before the den's reinforcement ends, otherwise it will be deemed that the den has been abandoned and others can obtain ownership of the den by killing it.
• The dens on the kill list are only valid for 24 hours after being posted.

• If you are a den owner, don't skip operations – the skipped operation will disappear when you do this. This may cause a situation where the den loses workforce and you are unable to fix that.
• If you are taking a den, try to take a screen shot prior to taking the den in case there is a question about it later. (Do this by going to the skyhook, and accessing the skyhook office.)

1. Stealing from blue Metenox Moon Drills is not allowed.

The tax rate of any customs cannot be higher than 0.2%, including neutral and blue standings .
