Be friendly and honest. Never harm others for your benefit.

The Winter Community's guiding principles are: friendliness, honesty, unity, and mutual assistance. The Winter Community diplo team uses these rules as the basis for its management and reserves the right of final interpretation.

Tips for communication across different languages:

• It is polite to do the translation for the person you are sending the message to and to send both EN and CN versions. Google translate is OK, Deep Translate (https://www.deepl.com/en/translator) is better
• Use short sentences, subject-verb. Do not leave out words that are part of standard English sentence structure. Do not abbreviate. Do not use jargon. Do not joke or banter (these do not translate well).
• Swear words usually DO translate well – do not use them.
• If they say something that sounds insulting to you, double check on intent before reacting. A translation error could be the cause. Give the benefit of the doubt.
• Speak more politely than you normally would. This is generally received well, even if an imperfect translation.

Basic Regulations: All activities of WC members in the game are subject to these rules. WC members include alliances, corps, and individuals.

• Members of the WC shall comply with the EULA Convention: https://support.eveonline.com/hc/en-us/sections/8413327523612-EULA-ToS-Policies.
• Attacking WC members and allies is prohibited (for those with standings with WC > 0). Exceptions: When attacked by WC members or allied forces and unable to disengage, or when receiving orders from fleet command during fleet operations.
• Scamming Prohibited: Any fraudulent activity within WC is prohibited, including but not limited to impersonating a Coalition Director or using a neutral, unregistered account to commit fraud.
• No Discrimination or Harassment: It is forbidden to publish any controversial remarks involving real-world politics, religion, culture, ethnicity, or gender; it is strictly forbidden to spread any racially discriminatory remarks or images.
• It is forbidden to insult, slander, or ridicule other WC members in any WC chat channel.

• Pay attention to the purpose and audience of the channel. Post only what is relevant to that audience and purpose. If there is a channel available more specific or applicable to your audience, use that instead of a channel for wider audiences (E.G a Fraternity channel if you are posting Fraternity-specific topics).
• Do not use an @everyone unless you are a coalition exec, an FC pinging a stratop, CTA, or other important fleet, or you have a very good reason to believe that it is time sensitive inforamtion that needs to be acted on right away. Note that with this command, you are often pinging people's phones.
• Use @here only if you are a coalition exec, an FC pinging a fleet, or you have good reason to believe it is important information for people to see and act on.
• If you find yourself in a debate with someone, move to a private PM channel.
• If you find yourself in a debate a group of people, stop typing if you are getting angry or if the same arguments are being repeated over and over, personal insults are being used, it goes off-topic, or if it is just gone on for some length of time. If a critical issue that needs a resolution, take to diplos.
• Remember that friendly banter and jokes are fun – but can easily be misinterpreted in a multi-cultural, multi-language situation. If the conversation turns unfriendly, stop and check that jokes were heard as jokes, banter understood as banter, and that words and phrases were understood the same by both parties.

• Any agreements or promises that will potentially require enforcement or implimentation by diplo team or coalition leadership must:
  • be reasonable and clear
  • be in writing with screen shots or document available
  • include an end date
  • communicated to Arrowspeeed.
• Protocols for corps moving between Winter Coalition Alliances:
  • No poaching allowed – no alliance can approach a corp from another alliance in order to invite – or hint to invite – to switch alliances
  • The transferring corp informs the leadership of current alliance and gives summary of reasons
  • Current alliance can respond to the reasons – and can agree or dis-agree to the transfer
  • If the current alliance dis-agrees with the transfer, the reasons should be given along with evidence if possible. It should be made clear if the problem is a personal issue with current alliance – or if there is a problem that will likely be carried to other alliances. If a problem that will likely be carried to other alliances, blacklist or greylist may be considered with appropriate reason and evidence.
  • All of the above must happen before any in-game progress and before any promises are made
  • Transfers will be recorded on diplo internal spreadsheet with appropriate reason and evidence
• Protocols for individuals moving between Fraternity corps:
  • No poaching allowed – no corp can approach a player from another corp in order to invite – or hint to invite – to switch corps
  • The transferring player informs their own leadership before making a move.
• There are only two chances should you violate these rules. There will be punishments of docking bans, fines, or kicking for repeated violations.
• Special issues, problems, penalties, or complaints that are not covered in the rules may be addressed with a full discussion by leaders. The discussion should be recorded for future reference and any loopholes within the rule document are expected to be amended in time.
• When disputes happen between different language speakers, you may ask the corporation and alliance directors for communication assistance.

The sidebar lists the rules in effect. These rules apply to Fraternity space in sov null areas. Fraternity does not enforce these rules outside of sov null Fraternity space, other than the rule not to AWOX.

• If you see a rule violation, follow the chain of command: Corporation Director → Alliance Executor → Coalition Diplo. If you are unable to reach your Corporation Director, contact Alliance Executors directly and let them know.
• Evidence is required, including full screenshot, combat log, chat log and other things specific to the rule.
• CEO/Exec/Diplos must try to resolve internally or by agreement with leadership of offending player first. If agreement can't be reached, take to the next level.
• Do not take matters into your own hands to shoot blues. Talk to a diplo. Diplo incidents will be decided on a case by case basis. Answer will be communicated to the person with the complaint and to the offending player.
• A repeated violation of a rule is not recognized until a warning is clearly issued for the first violation. This warning should be given at the time of the violation if possible AND to the dipo team by using the repeat offenders spreadsheet located in the repeat offenders Discord channel.

Do not shoot blues unless:

• Need to take reasonable measures to defend yourself when you're being attacked and can't escape.
• Instructed by an FC during a fleet. This must be rare and for a good reason. FC may be asked to explain the reason.
• In rare cases, an accidental shooting might be claimed (such as when using a Vorton Projector or smart bomb), in which case a diplo must be consulted.
